Sounds like a short or break in the seat belt receptacle wiring and the car thinks the seat belt receptacle is not present, if nothing else works, you could buy a replacement seatbelt receptacle from Woody and replace yours, you might even be able to do it without fully removing the seat if you tipped it out the passenger door. If you took it to a shop to install for you should work out to 1 hour or less.
