Tech inspection results

I had a tech inspection done this morning for a DE to be run in August.
I did it early as I did not want any surprises and Purchased the car in
March 2014. 60200 miles on the clock.
Please advise especially on the cv boot remark.

Service wrote. Right inner cv boot clamp loosing slinging grease cleaned
Up grease. Tires all 7/32. Brakes front 10- b. rear 8-b.
Passed inspection.

Service manager said don't repair boot until it breaks. Or
Wait until early next year.
Comments please. Should or can I just have the boot replaced
And save the joint?
Is 7/32 ok for the tires
Comment on the brakes. I would have thought the fronts would wear
Out faster than the rears.
This is a daily driver car 1,000 miles a month per month.
