+1 Warped rotors.
Normally when you put in new pads rotor should either be resurfaced or replaced. This way the brake pad and rotor surface is flat and have equal contact on all areas. One thing to try is to break in the pad to the rotor. This is done by
hard braking about 10-15 times from 50-0 mph. Do this several times and the pad will wear into the rotor surface.
