Does this change the rate of wheel pivot relative to steering input? Reason for concern with PSM or other factors?

there should be no impact as when you align the car with appropriate toe, you will just have slightly less threads in the joint between the inner and outer tie rod. Given how far on these thread, it should be a non issue.
