Cement On Porsche Need Professional Help

Hello,
I drive an '02 Porsche Boxster BLACK.
I was driving through downtown Miami and there was construction up above from me. Some Idiot of a guy accidently spilled cement to the cars below him (I was unlucky enough to be one of those cars). When I got home I saw spots of dried up cement on my car, so I figured that I would go ahead and use TurtleWax Car Wash and Wash out all the cement. I did this and now there are scratch marks (circular scratch marks since I was washing it in a circular motion).

Could someone please give me their professional opinion on a good product to BUFF out these scratch marks? I am not quite sure if they are scratch marks or liquid cement that just happen to follow my motion. I am very angry and was wondering what I should do in this situation.
