parking brake problem

Trying to get my parking brake to work
It's almost like the opening in the rotor hat is too large.
the shoe adjusters are backed out all the way, the shoes look fine.
the E brake handle is adjusted to 3-4 clicks, they shoes are
expanding but not far enough, could they have shipped the wrong
rotors? thanks for any suggestions, I don't want it to roll down a hill!

Before you adjust the shoe star (adjuster) the E-brake handle cable should be loosened. Then you make the adjustment at the star ex: 9 clicks until wheel does not turn then loosen about 4 clicks do both wheels then tighten the cable at the ebrake after shoe adjustments on both rear wheels

Just tried ,the star backs out so far before it touches that it came off.
I did loosen the ebrake adjuster,

6.25 mm on the new
6.00 mm on the old ones
I can only think the drilled rotors I bought are the problem
it's close to touching the shoes but quite does'nt
