A short shift kit will make it worse, not better.

I have a 97 and the 1-2 and 2-1 shifts when the tranny fluid is cold are stiff and hard to engage. However, after the car warms up, it's not that hard. 1st and 2nd are not that smooth compared to 3-5.

There are some cable links at the back of the tranny (at the top of the back end of it) that go to the shifter that you may want to inspect. Mine have been zip tied in place because they worked their way out and shifting became very hard to do.
