Unfortunately, this is a function of the fog light relay, so no. They would be on anytime the ignition is on. You could easily achieve this by adding a relay, though. If you get that far and want to add a relay that shuts them off when the parking lights, dipped beams or high beams are on, I can give you instructions.

If one uses LED replacement bulbs in the fog lights, will it matter if they are on all the time if you uses dipped or high beam?
