There is a screw in the top of it you can't see unless you get down low and look up. If that screw is missing, replace it.

If it's the driver's side, it's probably due to a previous owner's attempts to desnorkel the intake and get some extra sound out of the car, and he broke off the retaining tabs that keep it in place.

If those tabs are missing, buying another and having it painted to match, or buying one in your paint color from a salvage yard is the correct way to fix the problem.

The not-so-correct way to fix the problem is to remove it, figure out where to put some heavy duty adhesive tape that won't be seen, and apply it and put the vent back on.

Of course, if you want to start modding your car, this is a great excuse to put some scoop style intakes on the car like the ones I found on FVD. Very cool indeed.
