Is the throttle cable properly resting on the springy thingy? I don't know the technical name of that part. Pull the top engine cover and inspect the throttle cable. Have someone push on the gas pedal while you observe what's happening under the "hood". You'll figure it out.

Why did you remove the secondary pump? That sounds unnecessary? I didn't when I replaced my 98 AOS. Curious.
