Doesn't a screen like this block the air from getting to the radiator at a certain speed?

Years ago and I mean years ago I used to install Satellite dishes, the big ones, like 10" dishes at people homes. We could put in a dish that was a solid piece of white fiberglass or one of the black mesh type dishes and I just remember about being told the mesh dish would act just like the solid dish when the wind hit a certain speed, so there was no advantage of the mesh dish as to allowing the wind to flow through it once the wind hit a certain speed. People were asking this as they were curious how much wind the dish could handle before breaking. We did switch over to the mesh dish as they did look better and were much lighter and easier to install, but not because they gave any wind resistance strength advantage.
