Front and rear fog lights not working

I've owned my 986 for about 7 months now and just noticed that my front and rear fog lights aren't working. Not sure if I bought it this way, or if something just suddenly happened. My first question begins with the dashboard lighting switch. When pulling the switch out one click and turning to the left, is the switch supposed to return to the the original position or remain in the out position? My switch returns to the back to the full in position. If the switch is working properly, what would be the procedure I should use to verify if the problem is caused by a failed fuse, relay or damaged wire?

Fog lights work only when the running lights are on or when the low beams are on.

Turn the knob right, then pull out 1 click for front fogs, 2 clicks for both front and rear.

Turning to left (counterclockwise) is for parking lights....just FYI, and yes, it does return to position.
