Inner bolt and nut need to be tightened with the car on the ground. If you can't do it that way, at least get a jack under the hub and lift the hub up to put a load on the assembly.
Like you, I ended up torquing the inner bolt and nut as tight as I possibly could.

Does anybody read the posts? Dude said, in 2017, he had the car on ramps when torquing.
