I had to do the same thing. Instead of using the decals adhesive, I taped it on from the inside, but the tape still left foggy areas.

I'd suggest making a small bracket/holder for it that you can set on the rear deck so you don't ruin the vinyl.

I actually saw your thread when I was trying to figure this out, haha. The parking rules and regulations website says taping the decal to the window in any way will get you a $10 fine. Pretty much the only way not to get a fine is sticking it on the outside of the window or bumper. I really like the bracket idea though, I might give that a shot.
