There is a catch-all of 'unsafe driving' which is perfectly adequate to cover azzholes going slow in the fast lane.

All that happens is more stupid cases clogging the courts.
I'm not sure how things work out there in Californey, but here, just because you're in the passing lane doesn't mean you're speeding. We actually use it for, you know, passing people. Doesn't mean you have to speed to do that.

Also, traffic violations usually don't mean you have to go to court, so do not clog up the court system. It's a ticket you pay by mail.
