You must not spend any time in California (or other States along the southern border) That scenario plays out with the undocumented individual getting that summons you spoke of, but they'll never show up for the hearing. The victim is left to cover their own bills. Rinse, repeat.

The only defense left is to carry lots of "under insured motorist" coverage on your auto policy.
