Wondering if this is a determining factor:

I replaced the plastic shield that covers the bleeder but lets the coolant and oil fill pipes protrude. I'd left this off ever since I started replacing coolant caps and trying to make this problem stop. There was condensation on the bottom of the shield. I guess this wouldn't happen if it was the cap?
