Also, maybe its the angle of the photo but it looks like the bumper is slightly offset toward the passenger side?

The clue to how I am going to fill in the voids as you put it is me asking for a damaged 986 bumper. I am going to cut out the parts I need from that and plastic weld them in. The bumper will be perfectly aligned when it is finished.
