Question Impact Absorber

Ok, had the rear bumper cover off, while doing the exhaust, the left impact absorber was no longer attached to the frame, obviously somewhere along the line it was hit, no big deal. Odd thing is it looks like they are attached by a JB Weld type substance. The right one (shown) is still in tack and looks like it is factory. Does anyone know how these things are supposed to be attached to the frame????
