That cable is suppose to be inside the top running along where it is now. See this article so you can get an understanding of what it does. You may be able to fix it yourself.

JCB, thanks a bunch - shoulda known Pelican would have something on it. That's very helpful - I'm not the most technically minded fella, but its amazing what you can do when you put your mind to it, have the right information, and of course get the labor estimate from the mechanic!
