If you lay on your back under the pedals and look at the pedal arms you will see small plastic, plunger actuated, micro-switches. If the switch plunger is sticking or not extending that could be the issue. If you carefully remove the switch it's somewhat adjustable, you might try a tiny amount of lube first or if you confirm it's the switch then just replace it. It's an inexpensive part and other than the body position an easy repair.
