The Novus and Plexus? Don't think so---though it's a possibility with the Plexus. I've always gotten them online.
I've never tried the buffer application technique---it's been a long time since I've read the instructions (It's late, and I'm being too lazy to run out into the garage to get the containers), but I don't recall that being mentioned. Might work fine, dunno.
BTW, if your plastic is really in bad shape, I'd probably start witht he Novus system.
