Numbered #1, #2 and #3.

Wash first. Let dry. Start out using #3. It will abrade off the top layer. Then after that has been cleaned off, use #2 to polish out the scratches that are left. Then polish with #1. Do the inside with #2 and #1 only as it probably hasn't had the accumulation of "haze" the outside accumulates.

Then use #1 every 6 months or so. It seems to put some life back into the plastic as if it was lubricating it.

Mine is at least 5 years old and looks pristine after this treatment. Looked like you describe when I first got the car...cloudy and rough surface...now smooth and clear.
