Thank you. Through those links (mainly the rennlist) and more searching, I found the explanation I needed more or less. E should vent to atmosphere somewhere in the back of the car I believe. it doesn't go to the tank.

F (and 6 which isn't pictured) open when the gas nozzle is inserted. If you push that flap in with your fingers you should hear them click. 6 is under the battery in some foam by the sending unit. I don't believe mine is working. Either valve or wiring issue which I'll investigate. But this is why I'm having trouble filling.

G closes the charcoal canister from atmosphere. It would do this when the Regen valve opens so that it can draw vacuum on the system sucking out the hydrocarbons.

My evap leak is because somehow the vent line on sending unit was disconnected. My guess is a previous owner disconnected it in attempt to fix the gas filling issue.
