This is the noise that comes from the throttle when it reaches the end positions. Open the engine compartment cover, then it becomes crystal clear. Everything is normal.
Edit: of course you can't listen to this while driving, but you certainly can't listen to the other stuff either ;-) When I switch on the ignition, I hear the sound of a fan.
