Unless someone sent them off for revalving they are most likely stock. Bilstein has such bad customer service in the US for service and rebuilds, I know of no one that has done this.
The Swift spec Boxster springs (I'm making an assumption that is what you have) are race parts and will probably never be TUV/TUF approved.
I don't know what level of scrutiny your inspectors strive for, but do you think they really know the difference between a blue or green main spring?
