IMHO HPDE is not a speed contest or race, but it is prearranged though.

In general, the typical thinking is that if there is timing in any way (lap times are being kept/tracked/recorded), then its a speed contest. If there is no timing, then the general thinking is that its a driver development exercise.
However, the "pre-arranged" term would certainly seem to apply to any HPDE event (and might have been put there for exactly that reason). But it depends on how the sentence is parsed - does prearranged apply only to a racing or speed contest OR does prearranged stand on its own and apply to any prearranged driving event?
The best that I can advise is to check with your insurance company.
