If you have the opportunity to break them, it might be worth it, but it really depends on the tire - some benefit from break in and for others it doesn't really matter.
But you can definitely just use them without a break in.
And as Steve said, you are unlikely to get the tire up to full temp on the street without taking some huge risks.
Check with Federal and ask them if heat cycling helps this particular tire. If it does, Tire Rack offers a heat cycling service for a small fee before they ship them to you. This way, they arrive broken in and ready to use.
When Spec Boxster used Toyo RA-1's, many drivers shaved them and had them heat cycled prior to use. The Toyo RR that we use now doesn't gain a lot from break in so most drivers just mount them and go racing.
All of this changes when using a full race slick (non-DOT) like a Hoosier - they definitely need a break in.
