You must be referring to the Service Handle.

It causes the steering wheel to move forward to make room for ...Service... or whatever you like to get her to do that requires more room between the driver and the steering wheel...wink wink, nod nod, say no more.

Once the handle is down you give a good push in or pull out and voila, bobs your uncle.
