Like Mark said, the chrome will need to come off. Sandblasting sounds pretty accurate for that kind of stuff. Lots of additional manual sanding if you need a perfect finish & paint job. Paint takes weeks to cure tho :/
Also mentioned, you'll be strapping stuff onto your rack so in that case you have no choice but to send those to your local powder coating guy. PC is 50x more durable than paint and the finish is very close to a regular paint job.
