I just went through all of this recently, myself. I believe it was relay #10 for the horn. If you push the horn button, do you hear the relay clicking?

In my case, it was both horns were bad, as the fuse was good and relay clicked. Horns were too bad to replace, if that's the issue. About $35 from Pelican for both, and an hour or two. If that is the case, clean the radiators while you have the bumper cover off.
