well, there is no set point for the crossover from low to high speed on the cooling fans. This is determined by the DME using several parameters incl. coolant temp, ambient temp, driving condition, possibly even the sun sensor from the climate control.
It's easy to initiate high-speed because the AC causes this as a default, but low-speed isn't easy... maybe by pulling the high speed relays.
