If you used Techron ,changed fuel filter,and plugs all at the same time there is no way of telling which of the three (or combination of) fixed the problem.
Now a reason your injectors "MAY" need cleaned: Is the low miles and a 99.
It has sat for long periods of time so your injectors "MAY" be a little gummed up from setting.
But it could have been a Dirty fuel filter and your injectors are fine
