Rubber Under-Engine Scoops

One of the little rubber scoops on the belly of the car right behind the crankcase came undone and was dragging on the ground. It's come partially off before, and I guess sliding back on isn't enough to keep it on. Does anyone know 1- what this part is called for replacement (it got torn up a bit) and 2- what might be a good way to adhere it to the metal frame its attached to? Was thinking epoxy or even mounting tape.
