convertible top motor switch

Question: what is that switch on top of the motor for? I see that when it's pressed down by the clam shell it only allows the transmissions to rotate forward, even if you press the "top up" button. Don't really understand why this is necessary.
Unless mine is malfunctioning.
I thought it was a fail safe to stop the motor once the clam shell was down, but mine keeps going until is locked down so tight it can't move.

Originally had trouble with broken ball cups on the push rods, but replaced them no problem. Now trying to reassemble the ram shocks to clam shell and having this problem.

I would really appreciate any info/advice.
Thanks
