Thanks for the info. Can the eccentric wear down over the course of 14 years?

The only way an eccentric could wear would be if it wasn't tightened down. If that was the case I 'd guess that the slots in the subframe would elongate. They could be welded- in and redrilled/ filed. I suspect your car has simply 'settled' to the point that it's outside the scope of the stock eccentrics, as they have little range of adjustment. The real question is it toe or camber that's out? Camber's not that big of a deal but toe can be. After lowering my car I had to buy adjustable toe bars for the rear. I went with Topspeed for $270. They seem to be of good quality and they're working good so far.

No. It's quite impossible for the eccentric plate and its bolt/but to wear out or break.
