Actually, here in CA, they are targeting these wonkers using the Smog regulations as the legal angle. Seems it is easier to ticket them and tow their cars for smog violations than it is to catch them speeding and/or endangering our lives on the freeways.
I am fine about it. They are a menace, nothing more!
