spark plug tube replacement

A couple of questions. Fist, can/should the tubes be replaced wwith the plugs still installed? Second, if the transom plug method of removal of the tube doesn't work I've read that a brake spring tool works but I'm having trouble visualizing how that works. Whats the procedure for the brake spring tool. Any othe methods you suggest?
