I believe the pulley is a good mod, I am yet to do it but it is going to happen the next time I replace the serpentine belt.

I am the first guy who will drive in 6th at 1,500 rpm both to save fuel and discourage myself from speeding in areas prone to police radar checks. When it is time to move though, you really want the tach to the right of vertical, our cars are simply not built for torque in the low rev range. I struggled with this at first as before my Boxster I had been driving big displacement V-8's. They are two different things completely. My advice is get used to seeing the needle in the 4-6k range as Topless suggested, and you might not even want to go down the route of modding anymore.
