Voltage Stablizer - Is it Worth it?

Hey Guys,

I came across a voltage stablizer on EBay (item # 7940742109) and was wondering if it's a good thing to have. I'm assuming it wouldn't hurt but does it really do what it says it does? I hope that I'm not wasting people's time if this was mentioned in an earlier thread.
