YUP is the bushings on the horn ring alright...same thing happened to me. Funny thing was it started in middle of slow traffic and everytime the guy in front advanced a little and stopped, so did I and my car went beep!, then a little more and then beep!. The guy in front almost jumped me because he thought I was busting is b..lls

. You can remove the horn fuse to avoid bodily injury until you find a replacement.
The horn ring is more like an aluminum basket with four rubber rings on the corners and holds the airbag in the center. Needless to say, be very careful replacing it. I've found great replacement in ebay for about $25.00.
