Can someone explain what this is:
"You could run a Boxster Spec exhaust and gain +18lbs and +12hp,dyno proven at the wheels! It's only a $200-500(pending on shop) mod to your OEM exhaust".

What is this change, how is it done and is it Legal?

It's essentially the same thing as the Spec exhaust.

For the Boxster Spec exhaust they just the OEM in half(hamburger wise),gut it out,weld a pipe to each inlet and lead them to the outlet of the exhaust and then re-close it. Looks stock but isn't. I have the dyno charts of the exhaust if anyone is interested.
