Whoa! Whats going on here?

I dont understand what the heck this is, how this is done. Are these thousands of fiber optic cables or what?? Looks totally incredible.

This is the interior of a E46 BMW M3 that a guy I know did, but I cant get a hold of him right now and im puzzled about what is even going on in this interior!?!? Anyone ever seen something like this before?? Any Guesses?? Im leaning towards fiber optic cables cuase I dont know how else this could be done. Crazy...

If it's not a Photoshop effect, then my guess would be it's something painted on the surface and illuminated by either a blacklight or ultraviolate LEDs from the top.

Red would have been cooler, 'cuz then it'd look like your driving a car made of ground chuck.
