PSE exhaust

Hi
I have the PSE system on my 2002 3.2s. It's the system that does not have the switch on dash .
Before car is started the valves on exhaust are normally in open ( Loud ) and when car started the vacuum should close them off till car gets to 30mph and 2800rpm.
On mine when I start car the valves don't pull up. Will it take some time for the reservoir to create enough vacuum to operate them .
or should it be instant ?
I have changed all the hose lines so no leaks. So I'm wondering if the reservoir is faulty or the valves themselves. I've just ordered a hand vacuum pump so going to attach that to the line that goes to the plenham and work my way to the valves.
The valves are all free moving and not seized.

Does anyone have any other tips on how check this system.

have you confirmed the system will hold a vacuum? Make you have a crack in the system.
