Cam sensor wiring

Still fighting the cam codes on my wife's 2000 2.7. Need some help. This is all for bank 1. I am seeing 12v on pin 20 @ the DME with connector 3 disconnected, car on & connector 1 & 2 connected. Is this correct?

I know pin 1 is ground & pin 3 is 5v, which are good all the way to the sensor. Should the signal pin have 12v when the engine isn't running?

It isn't a sensor issue as the sensor isn't even connected and it isn't a bad wire because the entire connector 3 isn't even connected to the dme. the DME is actually putting 12v on pin 20.
