Timing adjustment

Having read through Insight's post on setting the timing many times and hours of scouring I have a question about setting the timing on a 2000 2.7.

Can timing be adjusted while the engine is in installed or does it have to be removed? If it can be adjusted while installed anyone know the book time to adjust both cams?

Reason for asking is I have been fighting P0341 for a while. Replaced bank 1 cam with a new Bosch sensor and still getting it. Found 3 vacuum leaks (flapper, check valve & change over for tiptronic coolant) which fixed my misfire codes so I'm down to this as my final major issue. Checked the wiring and all is good there. Already replaced the DME (came with 2 good fobs and was cheaper then getting new fobs & having them programmed). Code is only showing as pending in Torque so at least tomorrow I can get it to pass emission testing.

Only other issue I am having is with the oil temp sensor, but that has already tested as bad and new one is on the way from Sunset.
