Oil splash valve/oil spray jet test

Ok, thanks. I ordered new ones already, but I`ll save the old ones.

So I received the new set of splash valves, and I`m a bit puzzled because the brass jets are not moving in the new ones, but in the old ones I can easily rotate them relative to the aluminum part. Should they be spinning during operation? If not, does the orientation matter?
