Ok, I did today. The piece I don't think actually attach to the fender. One one end you attach to plastic mud guard with a screw and a speed nut. The speed nut goes over a small piece of metal about 1" by 2". One end just rest against the fender lip. As you tighten the screw, it tightens against the fender. Unless I am missing something it seemed to work. Funny, I thought a connector on the fender was missing. I was going to epoxy the bracket to the inside of the fender. I put together to see how it lines up and it just worked.
