I believe that if you turn the climate control off, then turn the car off, it will come up at 72 degrees and the fan blowing fairly hard. If the climate control is on when the car is off, the climate control setting is saved when you turn the car on again.

If I turn my Climate Control off it will stay off when I restart the car.
