They are probably harvesting info from other sites and placing adds on the site to get revenue and don't really care about selling cars. If you can determine where a car is available from check Craigs list for that area and see if the same car is listed or Carfax or Cargurus etc. In general if someone selling a car isn't willing to let you see the VIN then there might be a problems.
